An 80% lower/ 80 lower is an AR15 lower receiver that has not had the fire control group cavity machined out. Without finish machining, an 80% lower can not be used to complete a functioning firearm which excludes it from being classified as a firearm per the GCA. Since it isn't considered a firearm it doesn't require a serial number and doesn't need to be purchased through an FFL dealer.
